Genesis of ADHAR

ADHAR is a non-profit making, non-political secular organization which was initiated by a group of intellectuals, who were amalgamated in late eighty with a dream to address the prevailing issues of western Orissa which affect the lives of the poorest communities. In 2nd December 1992, it was formally registered as a Voluntary Development Organization. In its early days the primary activities was on disaster management mainly focusing on drought and flood relief activities. Later on ADHAR decided to focus on the root causes of deprivation and marginalization and categorized them under two heads- a) the Structural Issues involving the social, economical and cultural determinants and b) the Systemic Issues involving the policies, schemes and its practices at the ground level. As a consequence of this paradigm shift ADHAR’s approach to community development completely module to peoples’ centered participatory and rights based approach.


Since last Strategic Planning exercise, ADHAR decided to concentrate its intervention on socially excluded children which specifically emphasizes on Basic rights of the children as envisage in United Nation Convention on Rights of the Children (UNCRC). As part of its mandate, ADHAR promotes child centric community development which basically focuses on holistic development of underprivileged children along with their families, communities and its surroundings. ADHAR adopts right based approach to uphold the survival, development, protection and participation rights of the socially excluded children.

A just and equitable society where every child has a protected and dignified life which provide children with choices, shape their own destination and ascertain their rights.

Mission Statement

Facilitating and augmenting child centric community development initiative through action research and partnership with relevant stakeholders in order to empower underprivileged children, their families and community for ensuring social justice and equity.
